I use this on my fh in 39 blue sponge. I added a layer of haifu booster and now it is one of the best rubbers ive tried. Tacky, spinny, great control and speed. U can only generate speed from your power or else you will find it very slow.
Very good after breaking in lots of spin and serves are insane also good at blacking and flat power slams
The DHS Hurricane 3 Neo Provincial Blue Sponge is simply really good. That is, if you know how to use it. If you don't have the right technique, then this rubber might seem bad to you. However, with good technique and some good footwork, this rubber is a topspin machine, partially due to its tackiness. Although, it isn't as fast as MX-P, or as fast as Tenergy 64(unboosted), occasionally, you really get that kick, which can lead to errors on your opponent's side, a bit like the Tenergy rubbers. This rubber really shines when it comes to mid-far distance looping, serve, and short pushes, and flicks.
39 degree version on Hurricane Long 2 blade. Both unboosted and boosted. Un boosted was a countering machine, however, extremely difficult to open up or push correctly without knowledge of spin. Sponge would have tremendous dwell time and allow for vicious counters against powerloopers but to do your own would be near impossible without the strength of a bear. Really good for serving and pushing.
Boosted with two layers falco, weight is 45 grams which is surprising. As others have said, the rubber is quite non linear on your strokes and can cause one to overshoot or clip the net. This is a rubber for players that prefer attack over than control or passive play, is a loop machine, it gives you a consistent spin every time so you feel confident at drives and loops and counter loops, the only disadvantage is that you need to put more force and long swing on looping backspin than with orange sponge that is the opposite (better for looping backspin and over all near the table) and blue sponge, slightly harder sponge that releases the kraken when youre far from the table and begin the rally or when you just wanna loop kill the ball, it also depends on your preference with the thickness (the thicker you use, the faster itll be but more difficult to use, the thinner you use, the controlable itll be but slower and more needed to use more strokes for winning the point) and also the hardness of the sponge ( the harder the sponge, the better for loop against topspin and no spin, and less sensitive to the opponent's spin, but need more force and full mechanism, the softer it is, better for close of the table and against backspin due to properties of soft rubber that have higher throw angle but lacks on power far from the table).

However, for a beginner, the commercial one should be Enough for you!

I've bought few of these at prott- it's fake or damaged, (I am not sure one or the other, but it plays different than the original one.) but I had some luck to buy one directly from DHS-absolutely different rubber!! MUCH faster, spinier, more consistent!!
At the prott they don't even come in a vacuum package lol. I am not sure how they fake the genuine number, but they do. Don't get me wrong, it isn't the worst rubber out there, just not even close to the one from DHS.
I have increased my rating 200 points roughly, just on the DHS genuine rubber replacement.

Play this rubber on Yasaka Ma Lin Extra Offensive 3 months. Hard, tacky and heavy - chinese style rubber. Low arc, strong spin. High control in serve recieve. Blue sponge #22 slightly softer than orange. Requires good technique! Allways need use the sponge when you loop. Very hard to loop slow and short when use only top sheet. Rubber is too hard for this. This rubber mostly for strong serves, loop kill and counter loops.
The perfect rubber for me! I got this rubber in 41 deg. hardness and 2.2mm sponge. I did not boost it, but I have used these rubbers boosted before. In my opinion, a boosted H3 blue sponge is one of the best- if not the best- rubber for loopers and power players out there. However, boosting is expensive and kind of a hassle for me, so I decided to stop doing it. This is a review for an unboosted H3 Provincial Blue Sponge. It is average in speed on passive and low power strokes, which offers great control. It is very fast once enough power is put in. It may be hard to get used to for some people because of this non-linear behaviour. It creates tremendous spin on serves, pushes, and just about anything else. Even my flat kills have a large amount of topspin with this rubber. Brushes are fantastic due to the tacky surface. It is also surprisingly good at chopping because of its good control and hardness, which does not allow the ball to sink into the rubber on chops. Its spin is more than that of T05. In top end speed, it is faster than T05. However, T05 is much bouncier and faster on passive and low power shots. Best results from this rubber come from boosting, and in my opinion T05 is no match for a boosted H3 Blue Sponge. It is available in different thicknesses and hardnesses; I have seen 2.15 and 2.2mm, and 39, 40, and 41 deg; however, there might be more options out there. I found that 41 degrees worked well for me, but it might be too hard for people who don't use as much power on their strokes or for people who want a more bouncy feeling. Do not use this if you want a tensor-like feeling, as it will throw off your game. A slightly different stroke is required to use this rubber effectively- you need a straighter arm on loops and some other things also need to change a little.
As a side note, H3 Provincial is generally less tacky than H3 Commercial. I don't know why, it just is. However, it plays much better (in my opinion) than H3 Commercial.

Really good rubber with a lot of spin. Do not use it until your technique and footwork are solid. it is easy to serve short and with a lot of spin. Only downside is that the sponge is not very durable.
Very fast rubber! Has a beautiful arc on loops, and is capable of producing awesome smashes! Good for service, but is not as tacky as you may think. I quite like this rubber.
Many people said that chinese rubbers aren't good. This happen cuz the technique you use, If you use jap/euro rubbers you need to bend your elbow more. You need to make a strong brush and straighter elbow with a chinese rubber to create a good loop, topspin, counter attacks. By The Way, Chinese rubbers are the best in flicking, serves, and returns
I have bought 2 sheets of the H3 Prov. #22 blue sponge in 41 degree 2.1. I prime sponge with speed glue as I do on all H3 rubbers and then use 4 to 6 layers of wbg. I really couldn't tell much of a difference to the H3 Prov. #20 orange sponge,maybe a little softer feeling. I find these rubbers fast when you hit with a big swing. I also find these rubbers have a high thro and not a good topspin rally countering rubber. I try to put the ball away with the third or fourth topspin. I know now that I am adjusting to these rubbers I can't go back to a jap/euro rubber on my f/h. You have to give these rubbers some time before you make you'er mind up on how they play.
This #22 blue spongy H3 pro is going with new package. There are two round labels on the front of paper package for "provincial" and "blue spongy". 40 degree is highly recommended, because this new #22 blue spongy is really active, I think the 40 degree is very easy to control and feels great like 39 or 39.5 degree. It is a really good and pricy rubber. DHS is going on the way where BTY is. That is the bad point for good products from DHS, though it deserves the money.
Anyway, must have rubber when budget is sufficient.
