Very curious... I've used shellac before without any problems. Could your shellac be bad? It has a pretty short shelf life - the dewaxed and blonde shortest of all. When I used it in the past, I generally made it up fresh with alcohol and shellac buttons, beads, or flakes. A 1 lb. cut (1 lb. solid shellac in 1 gallon alcohol) worked pretty well for me, but a 2 lb. cut should be fine as well.

Try placing a drop or two of your shellac on a piece of foil and see if it hardens overnight. If doesn't harden after a day, it is no good.

If the shellac is good, maybe scuffing the surface (lightly)with 220 grit or finer sandpaper might give the glue something to hold on to...
