Table Tennis is popular in China because Chairman Mao (for a variety of reasons and needs) determined that China should take up table tennis -- and millions did because Chairman Mao said to do it. This built up a base of players and established China as a powerhouse in Table Tennis which became a source of national pride when there were not many other such sporting outlets available to China at that time.
If as you say we should learn from China, then perhaps you want to promote Sharara to Global Sports Chairman/Czar so that he can tell the world "play table tennis" and cause the world to play table tennis!!!! :)

If this isn't the answer you were hoping for, perhaps you could spend more time thinking about how to answering why isn't TT popular and spend less time pointing at Sharara.
