Your opponent is getting the result he wants...distracting you. The ball should be stationary, period. A "nano-second" is stretching the rule. He can do whatever he wants with the rest of his body (ignore all of it), but the hand cupping the ball must be still. Call him on it...get a ruling from an umpire.
