Using 39 degree on my Tibhar samsanov force pro black edition ..( will work even better on carbon blades) ..Perfect forehand rubber ....medium speed hence I can hit my forehand with full swing knowing it won't miss the table ..spin is great ( top spin and side spin is vicious )..control is superb .. provincial rubber is lighter than commercial ..the bat doesn't feel as heavy as my commercial version setup ..chops are low ..push are easy to control ..blocking is easy just let me ball come to you and it gets easily blocked ...needs lot of forearm and leg strength to hit topspin but u get reward for it .Also flat Hits and flip kills are really good if u practice them ..service is done properly can give really good spin and u can keep them low
initially for 12 to 15 hours ,rubber is hard and tacky and tough to play ..you will lose many games ..after 12 to 15 hours rubber becomes soft and tackyness becomes less and then it's true potential is released and it becomes unstoppable ..No need to apply any booster or anything...Try it once ...Provincial >>commercial ..Its 50 percent more expensive than commercial but totally worth it if u have patience ,strong forearms and legs and knees ..

Hard to use initially but very good for learning the right looping technique. Awesome after 3 layers of booster.
Excellent rubber and very obvious why it is so heavily used in the pro levels. It is up to you to get the most out of this rubber but the orange sponge is more forgiving then the blue IMO. This rubber requires you to work. I think it is a good spot for transition from a euro rubber into the proper tacky Chinese hard rubbers. Give it a fast blade and actually hit the ball instead of relying on the catapult of the sponges and you will take your game to that next level. If you want the sponge to do all the work for you then stick to your euro rubbers. I see people think it is slow, this is more of a reflection of the user then the rubber.

More lively sponge. Good for full-body Chinese-style forehand loops. Serves can be short and spinny. Brush loops are good too. It is physically demanding to use it to its full potential.
If you like H3 Neo commercial, you will love this rubber. It has the good qualities of the commercial one, but more dynamic feeling. More potential for spin and speed while keeping good control.
Top sheet is less tacky than commercial version..top sheet also more lively n thinner compare to commercial version..the sponge is a little bit different u will notice province has firmer,livelier, brighter colour of sponge that makes it has a lot of gear..meanwhile commercial is more darker orange colour and feel dead hard as rock..province has 2.2 thickness meanwhile commercial 2.15..thats why province can give more speed n power by a slight margin..the potential of spin is same with commercial.
Very spinny, consistently and when you hit very hard ist so fast. It must broken up and then you don't need to boost, but when you use Haifu Seamoon it is more better. Great rubber for everyone!
Very good rubber, better than commercial version . It's lighter and faster also spin is better than commercial h3 neo. Best thing is the throw angle is much better on the provincial h3 neo. However the review based on one using Chinese style loop or some one with good technic who can spin with high speed and can engage sponge properly when needed. By the way review is for unboosted h3 neo provincial 38 degree. Couldn't wait to boost it soon! Just imagine, edit with boosted a different beast maybe 30% better huge improvement.
A very tacky, spinny, hard Chinese rubber that can be used by beginners all the way to the professional level. Not that heavy. The tacky rubber along with aggressive brush strokes can produce unmatched spin on loops. It's lack of catapult or bounciness also makes it great for serving and pushes. However it's extreme grip can also make serve returns more challenging if you misread the spin as it is very spin sensitive. Unboosted it's a great rubber to learn to loop with along with a flexible all wood blade. Boosted with Haifu Seamoon (my recommendation) it becomes a powerful mid distance looping tool to compete with Tenergy 05 at the advanced and Pro levels. If you want to try a Chinese rubber to compare against the Euro/Jap tensors try this one. I'd recommend for use on the FH side with a softer and faster Euro rubber on the BH.
I have this rubber on my dhs Racquet. It is good for fast pace offensive players and with the amazing tackiness you can create a lot of spin on serves and defensive shots. I would always recommend dhs rubbers and blades for offensive players who also want to loop well.
As everyone knows, Hurricane needs tuning (VOC-free glue+booster, FALCO is so far the best) and is a completely different rubber before and after boosting. The touch or feeling is top notch, arc is amazingly low but can be controlled very easily. The speed is magnificent as well with great spin. It's really important to be hitting into the sponge when initiating loops that you can't rely fully on the top sheet (not supposed to anyways) but the tacky topsheet also allows for margins of error. Overall great rubber, consistent sponge comparing to domestic version. I'm using: Black, 2.15mm thickness and 40 degrees sponge hardness. Definitely recommend.

I've used various versions of Hurricanes 3 NEO for at least past 4 years. At first, I've used on both FH and BH, but after getting some training from the Chinese National Team (B Team) and talked to them in Mandarin, I learnt a lot about the various versions of H3N. It is definitely a FH rubber.
H3N is generally a harder rubber with hardness from 39 degree to 41 degree. It is suitable for FH as we can dictate the power and get more direct hit with various speed of top-spin and generate awesome Chinese loops.
There is a significant difference between the provincial edition and domestic (sold in China only) or international edition. I feel that it is softer and allow more control and also spinnier. Now, the provincial also has a 38 degree sponge option, and goes as high as 41 degree. I personally like the 38 degree as it is more forgiving than 39 degree yet still has great speed.

In my mind it is the same rubber like regular H3 Neo orange sponge. Maybe if you are way better player then i am you may be able to tell the difference but sure as hell not on my level.
I can easily tell the difference between #19, #20, blue neo sponge but cant tell this one from regular orange neo.
All in all great rubber but if you have to buy rubbers, like i do, i would not recommend this version over regular which costs 20$. Same goes for the national version of this rubber...

Control > Sriver FX
Speed is the slowest among the above 2. But it has same or better control as Sriver FX. It weights a bit to make you exercise. But it's OK for me.

Great rubber for those with chinese looping technique. It also is not as forgiving as rubbers like the tenergy series (i.e. need to use better technique to maximize effectivness).
I've tried this, the commercial version and the Neo Skyline 3 over the last month as FH-rubbers on a Stiga Hybrid Wood penhold blade.
Faster, softer and lighter than the other two rubbers. Spin and tackiness about equal. Perhaps a little harder to control, but that's just due to the added speed. You do need to pay attention to your technique and footwork to get the most out of it.

Great rubber in terms of speed and spin. Not too fast on drives but fast and spinny during loops. Has many gears and great in short game. Much livelier and a bit more spinnier than commercial version (im guessing more tuning). Used both the prov and comm on YEO blade. Works great. Must try tacky chinese FH rubber.
I love this rubber. It is very tacky, and it's speed is satisfying. It is true that you need good footwork to use this rubber efectively. Overall it is good.

This is a good rubber. I read some comments about it some time ago and someone wrote that it's an "universal rubber". And I confirm it really is. You can play whatever you want with it. Comparing to Skyline 2 TG2 Neo (my fh rubber) it disposes less speed and controll (but both is still pretty good) but the spin is awesome. It has no obvious weak spots. The only problem is maybe the weight of the rubber because I feel now like my bat weighs a tone. You need to get used to it (especially when using it on both sides).
EDIT May 28-2011: I had an accident which damaged my Skyline 2 TG2 Neo so I was forced to use this as my fh rubber and use some of my older rubbers on my backhand. After that I can say Skyline TG2 Neo generates more spin and provides top spins easier. I've reduced my spin rating for it from 9.5 to 9.0. It is a spinny rubber but Skyline 2 TG2 Neo gives it more.

When you get a real one, it's pretty pleasing. Not as high control as regular Hurricane 3 but faster, a little better for flat hitting and smashing underspin due to less tack and more speed. Surprisingly controlled blocks against big loops. Very good for mid distance counters/topspins. Definitely a longer arc than regular H3, which can lead to some long balls unless you produce topspin. Is very sensitive to technique and can produce both wanted and unwanted spin variation in a rally. Looping with sponge gives your opponent a very different ball than looping with topsheet.
It is good combination of speed spin and control, but a little to hard. Generally, long push is no good; close- to- table loop is ok but need some skills; mid-distance looping is superb, you can do whatevery you want and there is enought power for you to spin the ball back. I found it excellent when I playing mid-distance rally, but I also found it hard to play consistanly near the table. It is designed for broad range of players, eventhough, when you hit it hard, it should provide you ultimate strength.

Ð powerful and spinny rubber for fast first attack and counterlooping. Requires fast footwork and power. Not the best among Chinese rubbers at "punch-through" loopdrive with deep sponge penetration (Whale 2 shines here), but good at grazing shots. Lots of spin. Needs some time to break in or some booster to overcome the initial slow&hard behaviour.
This rubber is amazing. Great for over the table looping with tons of spin and kick. Off the table top spin driving and driving is controlled and powerful. Major improvement over the commercial version in my opinion with alot more speed too.
