If you've put one layer of Elmer's then I would suggest you leave the glue on as it would act like a primer, and apply your speed glue mixture on top. You would have to remove the rubber after every use (the glue would not hold after a while anyway, and it would shorten the life of the rubber if you left it on in its stretched speed glued state too long)and reglue before you use again.
