To keep it short, I think it's a great rubber for its equally great price!
I think it's also a very good rubber for the beginners who are learning how to counter serves and spins and control their game, while the rubber is also being applicable in many higher levels. There is smaller amount of speed, however, but control and tackiness may well cover the cost of that fault. All-round players will probably benefit from it more than others, but others can use it until they discover their true rubber.(Or develop a technique complimentary to it)
