When a rubber is sticky, it picks up a ball when you press the paddle down onto it.

When it is tacky, it has the waxy glaze of a sticky rubber. But it only grabs the ball sideways. It won't hang the ball. Euro rubbers have this feel. This is also the direction most newer chinese rubbers are going too.

The traditional Japanese topsheet has a dry but grippy feel. No waxy shine at all. Sriver, markv, provine all have that. Provine gives incredible spin for that type of surface. To me it's the king of spinning with that sort of finish. But I don't like the sponges they've been using anymore.
