I use a scalpel, and use the blade as a guide. I get a perfect cut every time with one pass (put the rubber on the blade over a collapsed cardboard box, and something clean under the rubber to keep it clean and protect it), and it takes less than 30 seconds.

I tried the megaspin and zeropong scissors, and they work (either on the blade or with a tracing on the rubber), but it takes much longer, and is harder on my fingers particularly with thick, hard chinese rubber.
