Here's one thing you can try. Spray the rubber with WD40 for about 1sec. Rub that in until it disappears. Then clean the rubber again with soap and water or your cleaner. This will put some oil back into a dried out topsheet.

I don't recommend you go out and do this to your new rubbers. This is a tool of ressurection only. Once you do it, you're stuck doing it about once a week to keep your rubber tacky.
