You are right. It was inaccurate to call 799 more spinny. I can put more spin on the ball with 802, but, for me, 799 is worse at controlling spinny serves. I seem to hit more of them with 799 in places where I didn't aim. I started out intrigued with this rubber, but now I don't see anything at which it really excels.

However, nothing holds a candle to Dr. Evil in the returning spin department. I'm still figuring out an offensive shot other than a chop or flat hit with it, but Dr. Evil seems to be just about immune to spin.
