I have been using short pips on my backhand for about 5 years and have tried most sorts.
The best I've found for getting spin either chop or topspin is Winning Tyrant NP1. Which are an orthodox pip which I add my own sponge. If your defending I would use a 1.5m soft sponge. But for blocking up to the table a 2.0m hard sponge is better.
Also most short pips aren't supposed to be for spinning rather for giving a flat ball against a topspin. But they are very versatile and can be used for topspinning against chop balls, the technique is to take the ball very early while there is still chop on the ball and use this to create topspins, the more chop on the ball and the earlier you take it can result in very heavy spin. The same applies when chopping against topspin the earlier you can chop the more backspin will be on the ball.
