JerryH already gave some good advice on where to get some information but perhaps a word or two is in order concerning levels of play at tourneyments.

A local table tennis club will certainly have information regarding local (as well as National) tourneyments in your area but most USATT tourneys have a variety of events for many skill levels so irregardless of your skill level there is probably one or more events suited for you. The rules of eligibility may vary from tourney to tourney concerning new, unrated players, but I know that when I played in my first sanctioned tourneyment, I was pretty much free to enter all the events that I wanted.

If you can, try to find a tourneyment with a Round Robin format. These are fun and you are guranteed at least several matches which could make it more worth your money than a single elimination event where you may be knocked out in the first round.
