In that context it is meaningless. Or I could say 91 is more than 90 and less than 92, when comparing to a rubber sheet FROM THE SAME COMPANY. Cross brand comparisons of speed and control ratings are of no value since different companies rate there products differently. You would do better to demo some equipment from a local supplier or your friends and get an idea whether you have a preference for tacky or non tacky and soft or hard. If you are unable to do that, then describe your playing level, style and equipment preferences and ask for a recommendation.
