I have never used H3. I have H2 forehand and EL backhand.

if money is an issue than H3 should be good value for you. otherwise the down side of chinese rubber is:

1. weight: my H2 is close to 50g cut. so I play shakehand with my CS-penhold blade because it became too heavy. expect at least 40-45g for H3. make sure you get the #20 sponge and 39 degree, supposely standard version for looping. too many commercial version avalaible.

2. does not have as many gear, or at least for me compared with EL. I hit my H2 flat out smash and drive only. but I used EL for push/block/loop/serves.

3. always clean after playing and cover with plastic to keep the dust/oxidisation away. then one sheet should last at least 1-2 years. (I only have mine for a couple weeks) My friend does not cover his, and it isn't as sticky just after few weeks.
