Here is a clear counter arguement:
Speed glueing dramatically shortens the life of a rubber and so people who speedglue have to purchase many many more rubber sheets per year than do players who do not speed glue. Perhaps 4x more.
Making speed glue and other treatment illegal will result in many users putting less stress on their rubbers so that they don't have to replace them nearly as often.
While some players will go to more expensive built-in speed glue feel rubbers, the higher price of these rubbers won't offset the sales loss on users who simply fall back to a regular rubber on a faster blade. Bottom line, less money from speed glue sales, less money from rubber sales.
Since inverted rubber and speed gluers greatly dominate the number of long pips players, it seems that the long term loss of sales will be much larger than any gain of sales from long pips users.
In both cases, there may be a pulse of sales coming from users experimenting to find a new rubber but longer term total sales will decline in the absense of growth in the number of players.
